Palilula
Municipality
has profiled
itself in
`Strategic
analyses -
strategic
plan of
development`
like a
European
model that
the unit of
local
government
does not
limit and
determine as
administrative
service of
local
community,
but also see
it as a
partner that
takes active
and
efficient
part in
solving all
community
problems –
emphasizes
PhD Igor
Novakovic,
president of
Palilula
Municipality.
Within the
regular
daily
activities
and contacts
with the
people,
Municipal
government
takes the
problems
into
account,
determines
the
priorities
and deal
very well
with them
with
elaboration
and
realization
of the
projects.
Palilula
Municipality
is one of
five Nis
city
municipalities
that spreads
along the
south part
of Nis and
includes
narrow city
part where
15 more
settlements
also belong.
Palilula
Municipality
is natural
–geographical
combination
of lowland
(in the
watershed of
the rivers
Nisava and
Juzna Morava)
and
mountainous
terrain. The
territory of
the
municipality
is 117,37
square
kilometers
and,
according to
the listing
from 2002,
117,37
people live
here,
however,
since there
are lot of
refugees
from Kosovo
and Metohija,
it is
estimated
that about
90,000
people live
today at the
territory of
Palilula
Municipality.
At the
moment there
are many
projects
active or in
the state of
preparation
in Palilula
Municipality.
`Solving the
housing
problems of
the people
who have
great
sliding
ground
problem at
the
territory
Mramor-Krusce`
is one of
the
priorities.
Palilula
Municipality
and City of
Nis want to
provide the
best
solution to
those
people, to
provide
regular,
appropriate
financing of
the people
that are
struck with
this
elementary
natural
disaster.
For the
realization
of this
project, the
financial
resources
from
Ministry for
state
government
and local
government
for paying
one year
tenancy for
the flats of
15 families,
that do not
have at this
moment
solved
housing
problem, and
building of
new houses
and
permanent
solution of
their
housing
status.
Palilula
Municipality
will realize
also the
project
called
`Forming the
Center for
entrepreneurship
development
of Palilula
Municipality`
within LEDIB
programme.
The
objectives
of this
project are
the creating
the
conditions
for
stimulation
the
development
of small and
medium
enterprises,
strengthening
capacities
of local
self-government
over the
education of
the workers
of the
Center for
entrepreneurship
development,
simplifying
the process
of getting
information
and giving
services in
the sphere
of
entrepreneurship.
The final
objective of
this project
is long term
solving of
the problem
of
unemployment
over the
stimulation
of
entrepreneurship
spirit and
improvement
of
information
accessibility.
With the aim
of standard
improvement
in the
sphere of
small and
medium
enterprises
and Palilula
Municipality,
we have
started with
the
realization
of the
project
`Raising the
capacities
of SME and
Palilula
Municipality
over
introducing
the standard
ISO
9001:2000`.
The project
is realized
in
partnership
with the
Agency for
introducing
the standard
of quality
management
CIM College.
The project
of
introducing
the system
of quality
management
according to
ISO 9001
will be
financed
from the
financial
sources of
LEDIB
programme.
The
objectives
are the
improvement
of Palilula
municipal
services
work and
increasing
the
capacities
and
competitiveness
of SME from
Palilula.
This project
will be
realized
over the
range of
activities
like:
workshops,
seminars for
the
representatives
of small and
medium
enterprises
from
Palilula on
the theme of
standardization
of business
operations,
education
and training
of Palilula
Municipality
employees,
recording
and cleaning
of the
process of
Palilula
Municipality,
to
questioning
and
examination
of the needs
and
attitudes of
the people
living in
Palilula etc.
For
the improvement
of Palilula
citizens
life
standard and
in the
cooperation
with `Mediana`
Public
enterprise,
the project
called
`Cleaning
terrain for
forming
paths on
Bubanj` will
be
implemented.
It is also
taken into
account that
the length
of project
will be six
months and
during that
period 60
workers will
be engaged.
Those
workers will
be
unemployed
people
registered
at the
National
service of
employment
(job
market).
The
objectives
of this
project are:
improvement
of Palilula
parts, and
in the same
time of Nis
itself,
taking care
of cultural
–historical
heritage,
improvement
of
ecological
situation in
the area of
memorial
park `Bubanj`,
improvement
of the offer
for sport
and
recreation
activities
together
with forming
of trim
paths.
Project `
`Cleaning
terrain for
forming
paths on
Bubanj` is
financed by
the
government
of Republic
of Serbia.
With the
realization
of this
project,
over the
programme of
public
works,
socio-economical
status is
improved of
those
jeopardized
citizen
categories
over their
engagement
in the
cooperation
with
National
employment
service.
Palilula
Municipality
will also
realize the
project `
For ecologic
coast` in
the
cooperation
with Crveni
Krst
Municipality
and NGO
`Center for
active
communication`.
With this
project the
garbage
dumps from
the left and
right Nisava
banks will
be cleaned,
then, also
in the area
to old
railway
bridge to `Stocni
trg` (part
of Palilula).
The
realization
of this
project will
contribute
to the
solving of
one of the
biggest
ecological
problems at
the
Municipal
territory.
Fifty
workers
during 6
months will
be engaged
in this
project
realization,
mostly of
Roma
nationality,
who are
registered
in the
National
employment
service.
This project
is financed
by the
Government
of the
Republic of
Serbia.
