Ninth
meeting of
Palilula
Assembly was
held on June
18 2009 in
NKC
building.
Having
legitimating
the Agenda
from the
eight
meeting, the
councilors
brought the
Decision on
forming the
Board for
European
integrations
that will
have seven
members.
They also
brought the
Decision of
forming
Board for
the
cooperation
with Steady
conference
of cities
and
municipalities.
PhD Igor
Novakovic
addressed to
the
councilors
and
aldermen.
The
president
spoke about
the
significance
of the
projects and
approved
financial
resources to
Palilula
Municipality
for these
projects.
The
following
projects are
being
realized at
the moment:
`Solving
the
housing
problem
of the
people with
slide ground
problem of
Mramor-Krusce`,
`Forming the
Center for
entrepreneur
development
of Palilula`
,
`Increasing
the capacity
of SMEs and
Palilula
Municipality
by
introducing
ISO
9001”2000
standard`,
`Cleaning of
the terrain
for forming
paths on
Bubanj`,
` For
ecologic
coast`-
cleaning of
wild garbage
dumps and
employing
Roma
population –
emphasized
Novakovic.
Boban Mikic,
Municipal
councilor,
gave the
introductory
speech for
the Solution
on forming
the
Commission
for the
elaboration
o the
strategy of
SMEs and
entrepreneurs.`
Palilula
Municipality,
together
with Danish
donor LEDIB
programme,
have started
many
activities
and entered
the
competitions
with many
projects,
connected to
the
improvement
of Municipal
capacities,
as well as
the creating
one good
ambience for
SME sector
development.
One of these
activities
should be
bringing the
Strategy of
SME
development
of Palilula
Municipality.
With the
elaboration
of this
strategic
document
many things
will be
clearly
defined:
current
state,
advantages,
weakness,
chances and
threats from
outside to
this sort of
sector, as
well as the
way we want
to go along.
We, on the
territory of
the
Municipality,
do not have
any more big
systems like
MIN or
Electronic
Industry
are, that is
why SME
sector has
the highest
number of
employees-emphasized
Mikic. Like
responsible
local
government
we have to
hear the
problems
this sector
daily meets
and we want
to help them
in improving
their
businesses.
Our aim is
to create
conditions
for new
investments,
increase the
competence
of our firms
over quality
standard,
introduction,
then to help
SME sector
over the
cooperation
with
professional
centers and
scientific
institutions
to increase
the level of
innovations.
We also want
to provide,
over
profiling of
dominant
production-services,
their
connecting
into
clusters and
other types
of
cooperatives
which will
have for its
result- new
work places
opening. To
reach this
objective it
is necessary
to have
mutual trust
of all the
factors of
local
community,
public
sector, then
all the
relevant
political
organizations,
NGO sector,
scientific
sector and
SME sector
itself. For
this sort of
joined and
mutual work,
we will get
Strategy of
development
of Palilula
Municipality,
the document
that will
give us, as
local
community, a
sort of
reference of
one serious
community
that has
clear vision
which way it
should take
for its SME
sector,
which will
us allow to
come faster
to available
funds and
allow the
improvement
of their
firms
capacities.
With the
Article 36.
of Palilula
Municipality
internal
rules
document, it
is provided
that the
Assembly can
form
intermittent
work bodies
for the
elaboration
of certain
matters, and
with the
Article 64
of this
document it
is provided
that the
Assembly can
form
intermittent
commissions.
With the
Decision on
commission
forming, the
activities
of this
commission
are
determined,
including
their tasks
and the
sphere of
activity.
Because of
the
significance
of the
decision and
its legal
basis, I
call all the
councilors
and aldermen
to vote for
the
proposition
on forming
Commission
of the
elaboration
for SMEs
strategy
development,
for it is
not
political
issue, but
the interest
of all those
who work and
do something
and those
who would
like to
work, but
are jobless
at the
moment`.
Commission
that will
deal with
the sector
of small and
medium
enterprises
and
entrepreneurs,
numbers 48
members
–employed,
elected and
office
bearers from
Palilula
Municipality,
then
representatives
of small and
medium
enterprises
and
entrepreneurs,
NGO
representatives,
scientific
institutions,
public
enterprises
and LEDIB
programme
consultants.
The aldermen
and
councilors
gave their
opinion for
the Plan of
detailed
regulation
of nine
streets in
Gorica area
and for the
Plan of
detailed
regulation
of
residential
buildings `Svetopreobrazenska`
in Nis. The
answers to
aldermen
questions
and
initiatives
were also
given during
this
meeting.
